The ICAC is mandated under Section 30(c) (ii) of the PoCA 2002 to liaise with private sector organisations and trade unions for the setting up of anti-corruption practices. Mauritius is party to the United Nations Convention Against Corruption (UNCAC) under Article 12 to prevent corruption involving the private sector.

In view of engaging the private sector in the fight against corruption, the ICAC initiated actions in collaboration with the Joint Economic Council (JEC), Mauritius Institute of Directors (MIoD), Mauritius Chamber of Commerce and Industry (MCCI), Transparency Mauritius (TM) and other volunteers from private businesses.

Following the holding of a Business Forum in 2013 with Dr G. J Deon Rossouw, CEO of Ethics Institute of South Africa and world-known business ethics expert as resource person, two platforms were set up to move the fight against corruption to a higher gear and ensure sustained collective action. They are:

  1. Public Private Platform Against Corruption (PPPAC) and
  2. Private Sector Anti-Corruption Task Force (PACT).

PUBLIC PRIVATE PLATFORM AGAINST CORRUPTION (PPPAC)

The PPPAC has as members representatives of public bodies, private sector organisations (JEC, MIOD, MEF, TM, MCCI) and private businesses. Its objectives are amongst others to:

  • Identify corruption risks areas which require robust actions from both sides and work towards the elimination of those inadequacies;
  • Ensure collective anti-corruption initiatives from public bodies and private businesses;
  • Give recognition and visibility to anti-corruption initiatives.

PPPAC members are (alphabetical order):

PRIVATE SECTOR ANTI- CORRUPTION TASK FORCE (PACT)

PACT has as members representatives of private sector organizations (JEC,MIOD,MEF,TM,MCCI) and private companies engaged in anti-corruption initiatives. Its main objectives are to :

  • encourage implementation of anti-corruption programmes by businesses;
  • bring about collective action against corruption in the private sector;
  • give recognition to those businesses which commit to conduct business with integrity by initiating an “Integrity pledge” and publicise the subscribers to the integrity pledge via the media, the internet and other channels of communication.

The PACT is working towards the implementation of anti-corruption programmes by private businesses and development of a model Anti-Corruption Pledge.
